We've taken our first step, made a choice to explore space. So how are we going to do this? We could build a really fast drone, slap a warp drive on it, and hit the launch button. It might take a few episodes, but let's explore that possibility. 
Another possibility is to use the tech that already exists. We have no budget, so what can we do for free? Oh yes, ask questions. Space exploration is about answering questions.
